Sometimes drivers for USB ADSL modems are proprietary, closed source software, and due to legal restrictions they cannot be supplied with Ubuntu by default. To get a modem to work with these drivers, you will need to download files from the Internet with a computer that has Internet access, then transfer the downloaded files to your Ubuntu installation.
