Prior to your system having the ability to simply restart Kubuntu without rebooting, you will need to enable this option in <application>System Settings</application>. Go to <menuchoice><guimenu>Application Launcher</guimenu><guisubmenu>Favorites</guisubmenu><guimenuitem>System Settings</guimenuitem></menuchoice> and then press the <guibutton>Display</guibutton> icon. At the very bottom of the window, just above the <guibutton>Help</guibutton>, <guibutton>Defaults</guibutton>, and <guibutton>Reset</guibutton> buttons, there is a checkbox. Make sure to select the checkbox that says <guilabel>Ctrl+Alt+Backspace restarts the xserver</guilabel>. Press the <guibutton>Apply</guibutton> to apply your changes. You will have to log out and then back in prior to this option takes into effect.
