The folder that you can use to store you icon themes should be called ".icons" and should be placed in your home folder. Thus, the path to this folder would be <menuchoice><guimenuitem>home</guimenuitem><guimenuitem>username</guimenuitem><guimenuitem>.icons</guimenuitem></menuchoice>.

If 3D drivers for your graphics card are properly installed and running, then Xfce's window manager will let you turn on these effects. To enable these effects, navigate to <menuchoice><guimenu>Applications</guimenu><guisubmenu>Settings</guisubmenu><guisubmenu>Window Manager Tweaks</guisubmenu><guimenuitem>Compositor</guimenuitem></menuchoice>, and - provided the hardware acceleration was properly detected - you will see a tab called <guibutton>Compositor</guibutton>.
