Make sure the Universe repository is enabled. The easiest way to do this is through Synaptic. Launch Synaptic by choosing <menuchoice><guimenu>Applications</guimenu><guimenuitem>System</guimenuitem><guimenuitem>Synaptic Package Manager</guimenuitem></menuchoice>. Then from the menus select <menuchoice><guimenu>Settings</guimenu><guimenuitem>Repositories</guimenuitem></menuchoice>. Check the box next to <guilabel>Universe</guilabel> if it is not already checked. Click on <guibutton>Close</guibutton> then click the <guibutton>Reload</guibutton> button to refresh the package listings.

Because of the way hotplugging works in Xubuntu, you may need to plug in the scanner after the computer has booted. If you're having problems seeing the scanner, you might want to try this.
