debootstrap is used to create a Debian base system from scratch, without requiring the availability of dpkg or apt. It does this by downloading .deb files from a mirror site, and carefully unpacking them into a directory which can eventually be chrooted into.
 
Description
Debootstrap wird benutzt, um ein Debian-Basissystem völlig neu (from scratch) aufzusetzen, ohne dass dpkg oder apt installiert sind. Dies geschieht, indem .deb-Dateien von einem Spiegelserver abgerufen und sorgfältig in ein Verzeichnis installiert werden, in das schließlich mittels chroot(8) gewechselt wird.
