Prior to your system having the ability to simply restart Kubuntu without rebooting, you will need to enable this option in <application>System Settings</application>. Go to <menuchoice><guimenu>Application Launcher</guimenu><guisubmenu>Favorites</guisubmenu><guimenuitem>System Settings</guimenuitem></menuchoice> and then press the <guibutton>Display</guibutton> icon.
