Enable PlayTime override for selected user.

This setting overrides time accounting in a way that time is accounted only when at least one of the applications on the PlayTime activity list are running!

This affects only time accounting, intervals are still fully enforced!

If no processes are running, time is accounted as idle thus effectively it's free time for user!
